Retention basin option for flood management: president

Taipei, June 4 (CNA) President Tsai Ing-wen said during a visit to Chiayi County on Sunday that retention basins can contain sudden heavy rainfall in a short period of time, making it an option for flood management.

In the case of some landowners who do not want to sell their farmland, the administration can cooperate with them on setting up green energy facilities and stormwater management ponds, Tsai said while inspecting local irrigation systems with Vice Minister of Economic Affairs Yang Wei-fuu and Chiayi Magistrate Chang Hwa-kuan.

Torrential rain brought by a plum rain stationary front hovering over Taiwan since Friday caused flooding in parts of the southern Taiwan county and elsewhere in the country.

Rainfall of 600 mm to 1,130 mm has been recorded in the county's Alishan, Fanlu, Meishan and Zhuqi townships over the past 72 hours, according to Central Weather Bureau statistics.

Retention basins are needed in Dalin and Xikou townships in the county, and the administration can cooperate with local residents to develop solar panels and water management ponds, said Yang.

Yang said his ministry will include the retention basin idea into the Forward-looking Infrastructure Development Plan currently under consideration by the Legislature.

Meanwhile, Premier Lin Chuan said during a visit to the Central Emergency Operation Center in New Taipei that the relevant administration branches should pay attention to waste disposal and environmental disinfection, price fluctuations at farmers' markets, and school and road repair and recovery.
