Premier to hold meeting on tax reform bill: official

Taipei, Sept. 2 (CNA) Premier Lin Chuan is reportedly going to call a cross-ministry meeting Monday to discuss the tax reform bill proposed by the Ministry of Finance, an Executive Yuan official said Saturday.

According to the official, who spoke on condition of anonymity, the premier will invite members of the Ministries of Economic Affairs and Finance for a meeting to finalize the tax reform bill before it gets to the Legislative Yuan.

The bill will do away with the imputation tax system, which awards investors who receive dividends from company tax credits for taxes paid by the company, but has two proposals for dealing with dividend income tax.

One proposal adopts a "partial discount, combined calculation" approach in which 37 percent of an investor's dividends is tax free, while the remaining 63 percent is calculated as part of the individual's comprehensive income tax.

The other allows investors to choose between a tax rate of 26 percent on their dividend earnings, or up to NT$80,000 in untaxed dividends if calculated as part of the individual's comprehensive income tax.

Other articles in the bill include increasing comprehensive income tax, salary tax and disability tax deductions for those who qualify, as well as reducing the maximum wealth tax from 45 percent to 40 percent.

The bill is one of the top priorities for the Legislative Yuan, which will begin review of proposed bills on Sept. 22.
