The Ministry of Foreign Affairs (MOFA) released Thursday its long-awaited "white paper"on Taiwan's foreign aid policy, outlining the country's vision for a specialized and reliable model to provide more effective and meaningful assistance overseas.
Noting that foreign aid is a significant part of diplomatic work, Foreign Minister Francisco H.L. Ou said at a news conference that President Ma Ying-jeou's "modus vivendi"diplomatic strategy and his pursuit of a "diplomatic truce"with China have opened an opportunity for the country's diplomatic efforts to evolve.
"With 'Progressive Partnerships and Sustainable Development' at its core, Taiwan's foreign aid policy will be based on professionalism, effectiveness, and attunement with world trends,"Ou said.
"He will adhere strictly to President Ma's directives that overseas assistance must have legitimate objectives, grant procedures must be in accordance with the law, and implementation must be effective and efficient,"he added.
