With the rise of Asian economies, the number of people who speak Chinese has grown to 1.3 billion. As its popularity increases, Chinese may soon overtake English as the universal language. Instead of “Let's Talk in English,” more and more magazines are urging“Everyone Learn Chinese!” Studying Chinese is no longer confined to just those in the overseas compatriot community. People from diverse backgrounds are eager to learn the language, which is also a great way to learn about traditional Chinese culture. For those who want to learn but do not reside in a Chinese-speaking country, discovering an easy way to develop listening, speaking, reading, and writing skills may seem elusive.
The government has been a strong advocate of Chinese-language education overseas. The OCAC has jumped on the information technology bandwagon and developed increasingly innovative ways to help those living abroad master the Chinese language and better understand traditional Chinese culture. In April 2008, the OCAC launched the E-learning Huayu of Taiwan Website (www.huayuworld.org), which features a blog, a Moodle teaching platform, and a Chinese-language web portal. It has become the world’s largest online community for Chinese-language teachers and an excellent online e-learning platform. In 2007, the OCAC established 13 Digital Huayu Learning Centers in Los Angeles, San Francisco, Houston, Washington, D.C., New York, Atlanta, Vancouver, Toronto, Sydney, Japan, Thailand, South Africa, and Brazil. Software and equipment have been upgraded regularly, so that the centers can offer language training, promote Chinese culture, and better serve the community. As both a virtual and brick-and-mortar learning center, it is accessible to more people and is ideally positioned to market Taiwan's Chinese-language education to the rest of the world.
