ADOC (APEC Digital Opportunity Center) was established to assist the Pacific Asian region with digital technology by utilizing the technological resources and advantages of Taiwan. Representing Taiwan at an APEC meeting in Bangkok, Dr. Lee Yuan-Tseh of Academia Sinica, pointed out that “ADOC has done a tremendous job reducing the gap in digital technology in the region.”

In September 2007, Stan Shih, the founder of Acer and Chinese Taipei leading representative at APEC, announced the roll-out of “ADOC 2.0”. Its main goal is to increase the cooperation between the government and private organizations. With the establishment of ADOC 2.0, accessible and affordable digital devices and a range of computer training classes are offered to help local women, children, and disadvantaged groups, as well as increasing the knowledge and abilities of small to mid-sized companies.
時任我國APEC經濟領袖代表宏碁集團創辦人施振榮又在2007年9月,在澳洲雪梨舉辦的會議中提出ADOC第2期計畫,名為ADOC 2.0,概念是增加公私部門的合作關係,廣邀APEC會員體的公私部門加入,建立跨會員體公私部門合作平台,透過廣泛推廣ADOC 2.0培訓中心,提供「普及而且平價」(accessible and affordable)的「數位機會設備」(Digital Opportunity Device),以及電腦知識與資通訊科技應用培訓課程,協助當地婦女、兒童、弱勢團體與中小企業具備資通訊知識與應用能力。
The “2.0” refers to the web 2.0, a network protocol that offers simple direction and rules for participating members. All APEC members and non-governmental organizations can participate in ADOC 2.0 by offering some form of public service contribution, such as sponsorship or donating software or hardware. They can also develop locally appropriate digital content and materials, as well as volunteering as instructors or maintenance crew.
所謂「2.0」就是要借重Web 2.0的概念,藉由網路上的「Protocol」(共同協定),讓參與其中的成員能有個簡單而可依循的原則與方向,整合力量共同參與,同時各APEC會員體的工商企業團體或非政府組織透過公益捐助機制,以捐贈或贊助資通訊軟硬體、開發適地教材與數位內容、擔任教學培訓或設備維修義工等各類形式加入ADOC 2.0計畫。
Led by Acer, more than ten non-governmental organizations are participating, including ASUS, Chunghwa Telecom, Microsoft Taiwan, Intel, Tzu Chi, Institute for Information Industry, Taipei Computer Association, International Cooperation and Development Fund. The Taiwan Research Institute, China Productivity Center, iD SoftCapital Group, Industrial Technology Research Institute also joined in the plan.

The ADOC plan began in August 2004, with participants from more than ten APEC member countries like Mexico, Chile and Peru of South America. In Southeast Asia participants included Indonesia, Philippines, Vietnam, Thailand, and Malaysia. Even Russia and the independent state of Papua New Guinea joined in. Ninety-seven APEC Digital Opportunity Centers have been established with over 330,000 total visits.
ADOC計畫自2004年8月開始推動至今,計有中南美洲的智利、印尼、秘魯,東南亞的菲律賓、越南、泰國、馬來西亞、大洋洲的巴紐、南美洲的墨西哥及歐洲的俄羅斯等10個APEC會員體參與,並設立了97處ADOC培訓中心,總受益人數已逾33萬。
