Chung Hsing New Village, covering an area for almost two hundred hectares, is a historical monument established in 1957 located between Caotun Township and Nantou City. The village was built especially for the military needs at the time when R.O.C. government was evacuated to Taiwan. While it has met several declines after the streamlining of the provincial, many beautiful scenes remain until nowadays.
中興新村位於草屯鎮和南投市之間，佔地約200公頃，於民國46年建造完成，當時為應戰備需要，將省府疏遷至此，後雖因精省而稍有衰落，但仍保有許多美麗景緻。
In order to let people understand the historical values along with the government’s efforts in constructing the village for the past decades, the Central Taiwan Science Park under the National Science Council has worked together with the Taiwan Provincial Government to hold a voting event following the policies of the Executive Yuan—to promote the quality of tourism industry and to compile the tourism resources in central districts of Taiwan, such as Taichung, Nantou, and Changhua. The voting event was held this March, letting people choose their favorite eight spots among the 12 beautiful scenes within the village. The selected eight spots are: the three main halls in Taiwan Historica, the Royal Palm Boulevard beside the Shengfu Rd., the three Tree-lined Avenues, the white Zhongxing Hall, the Lotus Garden (He-Yuan), the archway and the circle of Chung Hsing New Village, the Taiwan Provincial Government Building, and the Hu-Shan Health Trail. The other four spots: Qinging 921 Memorial Park, No. 39 air-raid shelter, the old Qiedong tree and the Guanghua “cul-de-sac” streets have all received popularity as well with more than ten thousand votes.
為讓民眾透過這些富有歷史文化典故的美景，瞭解省府幾十年來的建設成果，並配合行政院推動提升觀光質量，將台中、南投、彰化等中部地區觀光資源做連結，國家科學委員會中部科學工業園區管理局及台灣省政府今年3月辦理中興新村8景票選活動。
在12個景點中獲得最高票的8景為：台灣文獻三館、椰林大道荷花香、三大綠色隧道、白色中興會堂、江南荷園風光、中興新村牌樓與圓環、台灣省政府大樓、虎山健康步道。
另外4個景點：親情及921公園、39號防空洞、百年茄苳老樹、光華街廓囊底路，也獲得1萬多票的肯定。
The Lotus Garden (He-Yuan) among the top eight spots is the guest house of the Taiwan Provincial Government and was not opened to the public, used only for especial occasions such as the arrival of the President, the Vice President, presidents of the five Yuans as well as other important officials. When it came to the visiting of the headmen or the ambassadors from other countries, the meeting would be arranged in the Zhongxing Hall.
8景中的江南荷園是台灣省政府的招待所，專為接待總統、副總統、五院院長等官員使用，以前從沒有對外界開放，另外，以前外國元首跟大使到中興新村參訪，則安排在中興會堂接待。
Voted to be number one, the three main halls in Taiwan Historica include Records and Archives Hall, Folklore Artifacts Hall and Historical Documents Exhibition Hall, all of them owning different features in architecture and their collections in different periods of time: under Dutch government rule, Qing rule, Japanese Rule and the periods afterwards.
在票選活動中居冠的台灣文獻三館，包括台灣文獻史料館、民俗文物館、史蹟源流館，各具不同建築特色，典藏自荷蘭時代、明鄭、清朝、日本時代以來的生活史料。
Villa-style administrative communities are the copied versions of the “cul-de-sac” design of the New Town project in London. The old Qiedong tree has already existed in 1955, when Yen Chia-kan, the former provincial governor went to the village for terrain reconnaissance. The No. 39 air-raid shelter was made for provincial government employees: they could continue their work inside the shelter even during the outbreak of a war. These spots are all rich in historical significance.
中興新村還有仿英國倫敦「新市鎮」規劃的田園式行政社區，採用罕見的「囊底路」巷道設計；百年茄苳老樹則為民國44年間前省主席嚴家淦赴中興新村勘查地形時就已存在；39號防空洞是疏遷時為省府員工所設的防空洞之一，當有戰事發生，可就近入內辦公，這些景點均富含歷史意義。
As indicated by Lin Junq-tzer, a minister and the chairman of the Taiwan Provincial Government, the voting event is a warming-up for the Taiwan Lantern Festival next year in Nantou County. It is his deep wish that the cheerful elements in the Flower Carnival Exhibition, the Pineapple Cake Festival in Bagua Mountain, and the Nantou Sand Sculpture Arts Festival, could altogether create a promising future for the tourism industry in Nantou by attracting more tourists. In line with the central government, there will be general improvement of investment environment in Nantou County, as well as the enhancements of the investments for the science parks, so that the industrial and commercial economy can be activated while the local tourism is prospered.
政務委員兼台灣省政府主席林政則表示，票選活動除了為明年將於南投舉辦的台灣燈會暖身，也希望能結合花卉嘉年華、八卦山鳳梨酥節及南投沙雕藝術節，協助南投縣展現觀光大縣的新局面，吸引更多遊客，並配合中央推動改善投資環境、增進高等研究園區的招商引資，促進地方觀光、活絡工商經濟。
