Street Vendor Management Project: Model Case of Public-Private-Collaboration

Taipei City Government announced the “Taipei City Street Vendors Long-term Improvement Project” in 2020. The program seeks to assist street vendors without license to follow guidelines on maintaining traffic flow, environmental cleanliness, food safety, fire safety, and organizational integrity. The policy helps to ensure street vendors operate in an orderly manner and minimize possible impact to the city’s environment. The partnership would allow vendors – who would otherwise be issued tickets by cops – to operate relatively undisturbed under the supervision of city hall.
 
Since the implementation of the project in 2020, the city government has taken active steps to work with vendors at 20 day and night markets, including: Gongguan Night Market; Bangka Night Market; Shilin Night Market; Cisheng Temple Food Court; Minsheng West Road Lane 45; Yansan Night Market; Rongbin Day Market; Linjiang Day and Night Market, and Jingmei Day and Night Market.  
 
Vendors participating in the project are required to comply with measures such as limiting their stalls to within drawn parameters; keeping their stalls clean; equipping kitchen smoke filtration and cooking residue removal devices; complying with fire safety regulations; participating in fire safety operations; observing food safety standards; completing food business registration, and more.
 
In return, the city government offers advice to participating vendors on how to improve operations. Concrete assistances include helping vendors set up more recognizable and uniform stall signs, publish multilingual menus, place cover over areas displaying food, and install cooking fume filter equipment.
 
The city government also plans to issue gift vouchers to visitors during upcoming events such as “Taipei Performing Arts Center Opening: Shilin Market Promotion Campaign” and “Taipei Night Market Festival” later in 2022. These efforts promise to revitalize and stimulate local economies, helping vendors secure more business through the campaigns.
