To enhance Taiwan's competitive advantage in the global semiconductor sector and attract outstanding overseas talents, the Industrial Development Bureau (IDB) of the MOEA organizes three talent recruitment delegations to visit Southeast Asian countries this year (2023) to conduct high-level talents matching activities in some of famous Southeast Asian higher education institutions, and to recruit talents from well-known polytechnic universities for "direct employment in Taiwan" or "study in Taiwan", with the aim to reserve sufficient talents for Taiwan's semiconductor industry and academia.

The first delegation, consisting of officials of the IDB and members of Taiwan's semiconductor industry and academia, visited 6 top universities in Singapore and Malaysia, including the National University of Singapore (NUS), Nanyang Technological University (NTU), University of Malaya (UM), Universiti Tunku Abdul Rahman (UTAR), etc., from March 27 to March 31 to conduct talents recruitment activities. During the events, members of Taiwan's semiconductor industry and academia jointly promoted the advantages of Taiwan's semiconductor learning and employment environment, including TSMC, MediaTek, UMC, Phison, ASE, Realtek, SPIL, Ardentec, NTU, NCKU, NYCU, NSYSU, NUK, NTUT, NKUST, CSU, etc.

The talent recruitment activities were conducted to meet the needs of Taiwan's enterprises and universities, and received warm responses from talents with doctor's master's and bachelor's qualifications, who actively participated in the talent interviews. More than 300 talents were interviewed by Taiwan's enterprises, and the interaction between the interviewers and talents was active and impressive. In addition, the Intelligent Electronics Institute of the IDB signed memorandums of cooperation with three Southeast Asian universities on international talent strategic cooperation, which opened a new channel for international semiconductor talents recruitment. In the later stage, the IDB would continue to monitor the supply and demand of talents in the semiconductor industry, accurately match the job vacancies and talents' resumes, and promote the effectiveness of international talents recruitment by improving the recruitment mechanism.

Business operators from MediaTek, ASE and UMC expressed that the activities successfully improved Taiwan's global talents recruitment mechanism, established a talent contact platform between Taiwan enterprises and outstanding universities in Southeast Asia, and demonstrated the global competitive advantage of Taiwan's wafer fabrication, IC design and IC packaging and testing, which would give international talents a better idea about the promising job opportunities in Taiwan's semiconductor industry and attract high-quality science and engineering students from all over the world to choose Taiwan for their career planning. Participants of the events believed that these activities would greatly promote international talents recruitment and drive the sustainable and positive development of the industry.

The first delegation has achieved fruitful results, and the subsequent two are expected to bring more good news. In the next stage, the Philippines, Vietnam, Indonesia, Thailand, India and other countries with similar talent qualities and local conditions to Taiwan will be included in the recruitment plans of the next two delegations to optimize talents matching effect, strengthen Taiwan's international talents reserve, and consolidate Taiwan's leading position in the global semiconductor sector.
