Taiwan President Lai Ching-te's plans for a national security meeting with opposition leaders have fallen through as those leaders declined to attend, failing to reach an agreement over the briefing's agenda and format. A local NGO is urging the government to improve access to sexual health resources and HIV prevention efforts for at-risk communities including sex workers and transgender people. And the National Palace Museum's branch is southern Taiwan is bringing visitors "Floating World" artworks from Japan's Edo Period, including the iconic woodblock print "The Great Wave Off Kanagawa." Plus:

-TaiwanPlus speaks to David Sacks from the Council on Foreign Affairs about concerns over Taiwan's domestic submarine program as the prototype sub Haikun enters sea trials.

-Taiwanese authors and publishers are joining more than 500 publishing companies at the Seoul International Book Fair.
